Abstract
Recognized as a useful tool for evidence-based planning and governance at the local level, the Community-Based Monitoring System (CBMS) is a tool that can also be utilized for mainstreaming gender-related issues and concerns in local planning and budgeting. CBMS training workshops conducted for local government units (LGU) on data collection have strengthened the capacities of pilot LGUs in implementing their own CBMS approaches. The core design of the CBMS can readily generate disaggregated information in health, education, nutrition, community-participation, income and livelihood, all which are needed for gender responsive planning and budgeting at the local level.
