Item Inclusive business in agrifood markets : evidence and action; a report based on proceedings of a conference held in Beijing, 5-6 March 2008(International Institute for Environment and Development (IIED), Sustainable Markets Group, London, GB, 2008) Center for Chinese Agricultural Policy (CCAP); International Institute for Environment and Development (IIED); Office of Agricultural Vertical Integration, Ministry of Agriculture, PRCOver 130 world leaders from 31 countries, representing farming, policy, agrifood business, research and civil society met in Beijing to assess how modernization of the food system can include and benefit small-scale farmers. Representatives from the public sector, the private sector, farmer’s organizations, academia, civil society and the media shared evidence to develop ideas for action. Providing insights to the challenges facing small-scale producers in restructured domestic and regional markets, based on evidence rather than anecdote, is a big step towards policies that can anticipate rather than run behind change. The modernization of procurement systems in supply chains needs to include small-scale farmers’ growth opportunities. The work of the Regoverning Markets programme responds directly to this challenge. This policy brief describes the design of an international research and policy development programme, which aims to identify the keys to inclusion of small-scale producers in modern and dynamic domestic and regional markets. This report is a synthesis of micro-studies for eight study countries in the Regoverning Markets Programme: China, India, Indonesia, Mexico, Poland, South Africa, Turkey, and Zambia. The focus of the research is on the restructuring of dynamic national and regional food industries, and the effects on small‐scale farmers, as well as implications for local rural economies.Item Regoverning markets : the keys to inclusion of smallscale producers in dynamic agrifood chains - final technical report(International Institute for Environment and Development (IIED), Sustainable Markets Group, London, GB, 2008)Restructured national and regional markets are displacing traditional food markets. Rapid changes in the structure and governance of national and regional agrifood markets has caused disproportionate attention to be paid to export markets, despite the far greater importance of domestic markets for most small-scale farmers. Land distribution is one key policy area for inclusion of small producers in changing markets. As well, small farmers’ competitive position can be addressed through promotion of wholesale markets and collective marketing. Policy efforts regarding market access should focus on asset-poor farmers. Much of the richness of this research lies in diverse individual country studies (see Project Outputs section).Item Meso-level restructuring of the food industry in developing countries : synthesis report - meso study(International Institute for Environment and Development (IIED), Sustainable Markets Group, London, GB, 2008) Reardon, Thomas; Jikun HuangFocusing on the liberalization period (1990s/2000s), this paper compares country studies with respect to policy and the restructuring of the retail, processing, wholesaling and farm‐sector segments of the food industry. Public sector intervention moved country food systems from ʹtraditionalʹ to ʹmodernizationʹ, and the ʹliberalizationʹ period pushed the process further. Many governments in the study countries intervened early in the initial modernization of retail by investing in and setting up retail chains.
