Abstract
The paper proposes criteria intended to help policymakers determine how best to develop institutions with the capacity to design, implement and monitor water demand management (WDM) activities, and to further the concept of WDM as central to efficient, equitable and sustainable water policy. Improvements in the efficiency and equity of water use must be the primary goals of urban WDM agencies. Water demand management programs have been widely implemented across the Middle East and North Africa (MENA) region.
