Abstract
The paper outlines how questions of Water Demand Management (WDM), poverty and equity might be approached in a research framework, drawing on existing literature related to water and other resources. WDM offers an alternative to conventional thinking about water resource management, by influencing changes in behaviors, policies and practices of water‐users and promoting more efficient, equitable and sustainable use of existing water resources from a multi‐disciplinary and multi‐stakeholder perspective. This paper shows that WDM can contribute to poverty reduction, defined in terms of strengthening opportunity, equity, security and empowerment, which require restructuring of water sector operations and accompanying management reforms in the sector.
