Abstract
Notwithstanding some positive results of the reforms, the study identifies a series of alarm signals which point to the quality of services, health outcomes, structural and opportunistic barriers of access, and disequilibrium of incentives. The analysis carried out by the project raises doubts about the efficacy of health and health insurance reforms in Colombia. While a six-fold increase in expenditures took place between 1992 and 1997, there are no observable improvements in the tendencies of preventable deaths.
