Abstract

In South Africa, local government is tasked with making a reality of policy and legislation, including the goals of gender equity. This research was undertaken in three phases: first, an examination of national and provincial government gender policies; secondly, a desktop review of Integrated Development Planning (IDP) documents of three municipalities, including interviews with municipal officials; thirdly, the project undertook a detailed investigation of 30 municipal projects, entailing an examination of their establishment, management and beneficiaries, as well as lifespan and sustainability. The study spanned three years and asks, at what point can gender asymmetries be tackled simultaneously with tangible aspects of development?
