Abstract

The report discusses issues in the World Trade Organization (WTO) agriculture negotiations related to tariff exemptions, more specifically the debate surrounding operationalisation of provisions on Special Products (SPs) and the Special Safeguard Mechanism (SSM) in favour of developing countries. The G33 group of developing country members (coordinated by Indonesia) have articulated developing world concerns with respect to implications of further trade liberalisation on food security, livelihood security and development more broadly. This group leads the debates on how to operationalise the provisions on SPs incorporation into the Framework agreement (WTO General Council, 2004).
