Abstract
The Criminal Justice Monitoring Project was conceived as a method for permanent monitoring of the criminal justice system reform process in Guatemala, at national, local, and thematic levels. In its second phase, the Monitoring Project was extended to Nicaragua and El Salvador through the Central American Justice and Security Network. Six broad topics in the methodology (Access to Justice, Culture, Management, Organization, Institutional Performance, and Economic Analysis) generate information that enables the Institute of Comparative Studies in Criminal Sciences (ICCPG) to identify weaknesses and progress being made in the performance of the agencies that form part of the justice sector.
