Abstract
The community consultation for South Basin, Lake Manitoba, provided opportunity for participants to share hopes and concerns about the future of the area, and to raise contentious issues. This paper covers actions by students from the University of Manitoba’s Department of City Planning, Regional Planning Studio, who led the plan drafting process through the winter of 2008. Where the situation is complex with competing interests at stake, creating a sound Secondary Plan requires a consultation process that engages multiple stakeholders in a meaningful way.
