    Developing evaluation capacity in ICTD - DECI (formerly REI) : DECI literature review

    This is a detailed examination of evaluation processes specific to the type of project being evaluated. Projects that seek to develop capacities need to understand change at both the individual and organizational level. Network or umbrella projects begin with attention to performance and then selectively expand to other frameworks. Mentoring projects will benefit from a review of communication, capabilities and gender frameworks. Specific field projects will benefit from a wide variety of frameworks, depending on their goal and objectives. The evaluation of projects that introduce new services or technologies should differentiate among the stages of access that users go through.

    Report of Writeshop : a Writeshop to enhance the capacities of IDRC post Tsunami project partner in India on documentation, 29 September 2009 – 02 October 2009

    To assist researchers in understanding the importance of project documentation, a post-tsunami workshop was coordinated for practitioners in the area of Disaster Risk Reduction, and community resilience building, to help build capacities to document research and practice: being able to conceptualize the narrative text, comprising conceptual, technical [field tested methods (tools) and approaches (process)] and stories of community change (case studies). The writeshop facilitator and participants shared suggestions and comments for improving content for case studies.

    Strengthening resilience in tsunami-affected communities : coastal bioshields, livelihood development, and village knowledge centres in India and Sri Lanka; final report (April 2006 to March 2009)

    Mangrove and non-mangrove bioshields, livelihood development and diversification, and information and communications for resilience: all were addressed in this project. The project linked ecological rehabilitation, livelihood development, and access to information, through building local capacities of affected coastal communities and grassroots partner organizations. With participation of community and strategic partners, mangrove bioshield is established in about 280 ha, and non-mangrove bioshield in 27 ha and these strategies are showing promising results. Project components include community mobilization and organization, establishment of mangrove and non-mangrove bioshield, establishment of Village Resource and Village Knowledge Centres, strengthening livelihoods, and community-based disaster risk reduction.

    Information for development (i4D) magazine and online platform is an ICT for development (ICT4D) media initiative of Centre for Science, Development and Media Studies (CSDMS) based in India. This report provides a detailed review of initiatives, outputs and outcomes of the i4d project. CSDMS regularly organises national and international seminar/conferences, which brings ICT4D practitioners face to face to facilitate learning and experience-sharing.

    Pan Arctic Collaborative for eHealth Research?

    Placed in the context of the relevance of ehealth to the Arctic, and research into ehealth adoption and application, as well as the evidence of sparse publication of ehealth activities in the circumpolar region, an approach focusing on a pan-Arctic collaborative for ehealth research in the north could prove valuable. The report describes development of PANACeA (Pan Asian Collaborative for evidence-based ehealth Adoption and Application) and some of the challenges and successes experienced in applying the research network model. It concludes by speculating on the potential advantages a networked ehealth research approach might have for the northern circumpolar region.

    This one-pager advocates for a networked research approach modelled on the PAN Asian Collaboration for Evidence-based e-Health Adoption and Application (PANACeA), that focuses on eHealth implementation in the Arctic. The benefits of networked research activities include a broader sharing of knowledge, increased scope for research activities, greater capacity building, and administrative resilience. Yet no Arctic focused eHealth research network exists. As well, the International Journal of Circumpolar Health shows only sporadic and low ehealth publication.

    Strategy Planning Workshop of the Feminist Network on Gender, Development and Information Society Policies : workshop report

    The network is a Community of Expertise under the United Nations Global Alliance on ICTs for Development (UNGAID), with the aim of studying intersecting themes of Gender, Development and Information Society Policies, towards furthering policy processes at local, national and global levels. Five theme-based panels were followed by the presentation of a framework for policy analysis, an open session for reflection on research imperatives and advocacy strategies, and a panel on global feminist collaboration for advocacy. The report provides a synthesis of key insights from the strategy planning workshop, as well as a summary of presentations and discussions.

    Pan-Arctic collaborative for eHealth : need, value, lessons

    The presentation outlines some initiatives taken under the umbrella of the PAN Asian Collaboration for Evidence-based e-Health Adoption and Application (PANACeA), its history, challenges and successes. It introduces the idea of building a similar Pan-Arctic body towards circumpolar health, using e-Health models. The creation of a Pan-Arctic Collaboration for eHealth / Research (PACeR) would be a first step in identifying, designing, and implementing ‘technologically appropriate and culturally sensitive’ approaches.

    The report highlights outputs and outcomes, calls for proposals, activities and conferences, as well as Volume 1 of “Philippine Experiences in ICT4D” launched in 2007 during the National Science and Technology Week. The book was distributed to government, academic, private and civil society organizations which have programs, advocacy and/or interest in ICT4D. Members of the Philippine Congress were also included. Volume 2 was retitled “ICT4D, Serving People.” Twelve case studies from the conference series, calls for proposals and roundtable discussions on enhancing public service comprise this publication.

    Internet addiction in Asia : reality or myth?

    This paper reviews studies on Internet addiction in Asia and summarizes the research findings on the incidence, antecedents, outcomes and treatments of this phenomenon. Results reveal that, based on studies conducted in China, Hong Kong, Taiwan and Korea, there are about 12% of Asian youth that are addicted to the Internet. However, the review also raises some serious flaws and gaps in the research and highlights the need for more theoretical and rigorous research to establish a better understanding of Internet addiction in Asia.
