    Paper on International Co-operation and Intercultural Relations: Reconciling the Security and Privacy Agendas

    The paper focuses on information privacy and security issues within limited global governance. With increased use of information technologies, and the emergence of a consumer-oriented middle class in many countries outside of the West, a critical question emerges: "why are some citizens and consumers protected while others are not?" The paper reviews current developments in data collection, security, the role of international agreements, cybercrime, rights to privacy, protection of personal information, as well as regulation and laws regarding access to information.

    Some Indicators of the Impact of our Work supported by IDRC

    The paper outlines some programming impacts of IDRC support and assistance, in creation of and implementation of ICT policy. IT for Change (ITfC) advances policy inclusion for the global digital divide. New ICTs make possible decentralized curriculum design and development, and creation of teacher peer networks for professional development. Much work has been done to build networks with educationists, evolving the discourse on ICTs and gender inclusion, and frameworks for ICT’s in citizenship and governance. Global policy circles need to bring attention back to issues of social policy and inclusion, and the perspective of 'ICTs as public good.'

    ICTs in Schools Policy Advocacy Story: IT for Change

    Early efforts to set the direction regarding equity and social justice in education and ICTs were a critical step forward. Substantive contributions for new policy in India were made by eminent educationists led by IT for Change (ITfC) on the issue. ITfC collated existing knowledge on the use of ICTs in Indian school education systems, including the National Curricular frameworks, studies on past ICT in schools programs, and also studied similar policies and programs across the world.

    Engaging citizen e-participation in the parliamentary legislative processes

    The project conducted an assessment regarding the use of the Mongolian Parliament website: who uses it, what information they are seeking, whether the information and resources are found, and if there is a demand for making the website more interactive. Based on the outcomes of the assessment, the parliamentary website has been further enhanced to enable distribution of website information to citizens, particularly to the underserved communities of Mongolia. The main outcome of the project is the revamping of the Parliament website to better enable online public participation in the Parliamentary legislative processes.

    Because of the one-way flow of communication, the Parliamentary website was not meeting the demands and needs of the public. The intention of this project was to enable the engagement of citizens’ participation in the Parliamentary legislative process through the Parliament website, developing a portal for e-participation in governance. Based on the results of an initial survey, the Parliament website was renewed, trainings were conducted for end users to use the website, and evaluation of the renewed Parliament website was conducted.

    Breaching trust : an analysis of surveillance and security practices on China's TOM-Skype platform

    Our investigation reveals troubling security and privacy breaches affecting TOM-Skype—the Chinese version of the popular voice and text chat software Skype, marketed by the domestic Chinese company TOM Online. TOM-Skype routinely collects, logs and captures millions of records that include personal information and contact details for any text chat and/or voice calls placed to TOM-Skype users, including those from the Skype platform. These records are kept on publicly-accessible servers, along with the information required to decrypt these log files. These files contain the full text of chat messages sent and/or received by TOM-Skype users that contain particular keywords that trigger TOM-Skype’s content-filtering capability. Our investigation revealed eight servers that are part of the TOM-Skype surveillance network. In addition, we found one server hosting a special version of TOM-Skype designed for use in “net bars” or cybercafés. This server contained log files and information that revealed the list of the words that the system censored. Another server captured data from TOM Online’s wireless services, and contained logs of SMS messages and other sensitive information. The log files obtained during the course of the investigation reveal information such as the IP addresses, usernames (and land line phone numbers) used to place or receive TOM-Skype calls, as well as the full content of filtered messages and the time and date of each message. The collected data affects all TOM-Skype users and also captures the personal information of any Skype users that interacted with registered TOM-Skype users. This represents a severe security and privacy breach. It also raises troubling questions regarding how these practices are related to the Government of China’s censorship and surveillance policies. The captured messages contain keywords relating to sensitive topics such as Taiwan independence, the Falun Gong, and political opposition to the Communist Party of China...

    Recommendations for meaningful and successful e-governance in India

    Currently, the major thrust areas of governance reforms in India are self-governance and decentralization (strengthening Panchayati Raj institutions); Right to Information (RTI); and, community participation and monitoring of development activity. Governance reforms towards greater social inclusion can be expected to seek increased reach and capacity for serving disadvantaged sections, and as well, developing a means of improving accountability to them. This brief, and analysis, argues that India is ready for the implementation phase in terms of e-governance roadmaps, guidelines, and reforms. Detailed recommendations are provided regarding some strategies for restructuring.

In governance, ICTs should be used for principles that enhance citizen participation as well as institution design principles that can improve transparency and accountability.

    ICTs for Participatory Local Development : Exploring a Systemic Approach; workshop report

    The workshop brought together researchers, policy makers and others in the area of local development and ICTs for development (ICTD), who reviewed and discussed how to harness the transformatory potential of ICTs for participatory local development. Five country researchers from Brazil, India, Philippines, South Africa and Uganda presented case studies and their findings. The report details discussions and strategies for local development for inclusion in a toolkit of resources. The toolkit needs to address how governmental information will be stored, retrieved and collected, positioning ICT-based systems in a mode that will strengthen local government, and not as a parallel system.

    Building an alternative e-governance model : lessons from e-Gram in Gujarat

    Though there is a strong case for treating access to ICTs as a public good, dominant models of ICT deployment fail to address key policy issues of who develops, controls, implements and monitors the technology. This research study explores what kind of development and local governance are served by the telecentre initiative in India, proceeding to elaborate principles for an e-governance model based on tenets of participation, social justice and equity, through an assessment of an e-governance initiative of the state of Gujarat, which operates by means of an off-line software application, 'e-Gram Software’ in nearly 9000 gram panchayats within the state.

    The report highlights outputs and outcomes, calls for proposals, activities and conferences, as well as Volume 1 of “Philippine Experiences in ICT4D” launched in 2007 during the National Science and Technology Week. The book was distributed to government, academic, private and civil society organizations which have programs, advocacy and/or interest in ICT4D. Members of the Philippine Congress were also included. Volume 2 was retitled “ICT4D, Serving People.” Twelve case studies from the conference series, calls for proposals and roundtable discussions on enhancing public service comprise this publication.
