The CASE transfer project is of regional and international significance, an important example of south-south cooperation in the sharing of expertise and knowledge. This report provides detailed documentation of the transferring process, for the benefit of any other Caribbean country considering similar transfers. It provided training in policy development and advocacy towards effectively influencing decision-making on ICT4D policies at the regional level, as well as in respective Caribbean countries. It resulted in identification of major policy issues in the region along with recommendations on policy measures and advocacy strategies that could address these issues. The report contains a mapping of the change process that Boundary Partners might undergo as a result of involvement with the project.
