Abstract
The IDRC Honduras Project was a high risk, innovative venture to build learning experiences in a low capacity country towards improving the design, operations and success of development interventions that benefit the poor. After implementing the visionary program ‘ProMesas’ including a novel partnership with IDRC, the Canadian International Development Agency (external funder for the project) appeared to lose interest. The subsequent audit effectively dealt a death blow to the program and the partnership. However, the project contributed to formation of a foundation of learning tools for development, especially related to environmental and natural resource management (ENRM), which did not exist in Honduras prior to the project.
