Abstract
This article provides a brief introduction to a larger publication, the International Journal of Water Resources Development (v. 23, no. 2, June 2007) which details activities supporting the human rights framework in terms of access to water in Middle Eastern countries. An in-depth analysis of the resolutions and action plans of the various intergovernmental conferences indicate that while they have consistently given high priority to achieving universal access to clean water, they have vacillated between the concepts of water as a basic need and water as a human right.
