Abstract
Fundamental issues such as land rights and the right to prior informed consent must be addressed in advance of discussions or consultation. This document can be used as a guidebook for Indigenous groups, NGOs, international policy makers, mining companies and government officials who are entering into dialogue with Indigenous Peoples related to mining. Through international instruments (such as ILO Convention 169 and the Convention on Biological Diversity), the international community has recognized Indigenous peoples’ rights to cultural identity, traditional lands and territories, and self-determination. However, World Bank and International Monetary Fund (IMF) structural reform programs actively support minerals development and liberalization of mining laws.
