While the unprecedented amount of financial and humanitarian assistance has been committed by the international aid agencies in response to the national disaster, little attention has been paid on how the concentration of assistance has impacted on the wider Sri Lankan economy and social structures, particularly in terms of poverty and equity. It provides an introduction to the Baseline Survey sampling, providing information on environmental burdens that are linked to limited service provision, including sewerage and solid waste management facilities and their impact on poverty. The data is broken into activities, with notes on progress to date, monitoring, and data sources. Please note that only indicators where data was available have been presented here. The document also noted a reflection by the monitoring team and some issues to revisit during the next round of monitoring. A series of Key Person Interviews were conducted with Sevanatha, CMC-Engineering Department, Solid Waste Department and the Public Health Department. In addition the team also drew from meeting and workshop documentation, process reflection notes, and the baseline data handbook. The Outcome Mapping reflection also drew from this data.Item Urban Poverty and Environment Programme : Colombo; monitoring and evaluation plan(Centre for Poverty Analysis (CEPA), Colombo, LK, 2008) Centre for Poverty Analysis (CEPA)This document presents the revised monitoring and evaluation plan focusing on the activity areas of the project in Colombo. The initial plan was prepared June 2007 and has now been finalised following a series of team consultations and comments. It provides a description of the project activities within each intervention area and links these to identified specific and general outcome areas. These outcome areas have been derived from the outcome challenges identified earlier in the project. These activities and outcomes are linked to indicators that would help capture the progress of these activities and understand the process of reaching the desired outcomes. The monitoring and evaluation plan is seen in the context of visualising the process documentation of the project and hence is developed with this additional activity in mind. This component will be tracked through outcome journals and this document also provides a plan to facilitate this process. The monitoring and evaluation component of this project has been developed to guide the implementation of project activities; understand changes that take place as a result of improvements to living conditions in the settlement through improved service provision; and capture the learning of the project.
