Abstract
The research aim is to develop practical local methods for managing conflicts over resources, which may also apply to areas outside the Nam Ngum watershed. The Nam Ngum hydroelectric dam has provided about one-quarter of the country's foreign-exchange earnings through electricity sales to Thailand, and supplied most of Laos' electricity grid. The country's resettlement policies forced established villages to share resources with newcomers, straining both traditional and non-traditional villagers' livelihoods. The article outlines the watershed study that is underway.
