Abstract
Due to the complexity of aquaculture activities, and failure in the settlement of conflicts and disputes between aquaculturists and fishers, local authorities have hesitated to develop a much-needed waterway network. This research study worked towards a process of common management of the waterway system, where vast areas of shallow water fishing ground are covered by net enclosure, resulting in the narrowing of waterways. The paper describes conditions and histories of the waterway usage in the lagoon community of 220,000, which includes two kinds of fishery dwellers’ activity: 100,000 sampan dwellers and 116,786 dwellers on land.
