Abstract
This evaluation, covering the period 1997 to 2003, pays specific attention to assessing the ways in which research processes and cycles inherent in the African Research Consortium (AERC) programmes shape their effectiveness and efficiency in meeting overall objectives. The report is structured so that its analytical content builds from a detailed analysis of the research processes – first thematic, then collaborative – towards an assessment of research quality and policy relevance, and then ends with broader issues and the larger policy questions.
