Abstract
Through a community-based coastal resource management program, a local fisherfolk organization began to manage the marine sanctuary and reserve, which 5 years later (1993) was expanded to cover 7,568 hectares. The paper traces subsequent years of action (to 2003) - from the beginnings of the Federation of small-scale fisherfolk of Masinloc and Palauig (FSFMP); their evolution; participation in policy making and legislative changes to the Fisheries Code, while advocating for continued representation and good governance. The Fisheries Code needs policies to regulate the industry, along with a Code of Conduct for Responsible Mariculture, that includes measures for enforcement.
