Dynamics and determinants of poppy cultivation in Afghanistan : implications for development programmes; workshop report, 27 June 2007, Ottawa

Abstract

A focus on building the capacity of decentralized, local governments who are closer to the poppy farmers was stressed as a way of implementing counter-narcotic strategies. The workshop examined the micro and macro-level dynamics and implications of poppy cultivation in Afghanistan and explored possible strategies for comprehensive, sustainable solutions. A long-term solution was emphasised, one that is intrinsically linked to Afghanistan’s governance, security, rule of law, anti-corruption and economic growth efforts.
