Abstract:
This evaluative report shows there is a trade off between capacity building and benefits to researchers and research centres. The study provides evidence that suggests high quality research is responsive to policy making priorities. However, responsiveness to policy making urgencies can compromise research capacity building. It includes suggestions to enhance training and technical assistance for improving the effectiveness of research competitions in delivering capacity building for development research. The report suggests that IDRC and project beneficiaries should pay more attention to the institutional component of projects if capacity building is to be promoted in a more sustainable way.
