Abstract

This publication is a synthesis of Sessional Paper No. 2 of 2005 on "Development of Micro and Small Enterprises (MSE) for Wealth Creation, Employment Generation and Poverty Reduction." Section 1 defines and discusses the definition, profile and the contribution of the MSE sector in the Kenyan economy; section 2 discusses the challenges MSEs face; section 3 discusses past and present policies targeting the MSE sector; section 4 discusses new policy orientations; and section 5 discusses key issues regarding implementation of the new policy.
