Abstract

Giant mesh collectors trap droplets of fog which coalesce into an average of 15,000 litres of water a day. Piped down from the El Tofo mountain for the formerly parched community of Chungungo - within ten years, fog water led to a tripling of the population. Summer homes and tourist facilities were built nearby. The collectors' success ironically seemed to breed a new economic and political momentum: a feeling that the community needed piped water. The article analyses how the special circumstances of the original project were altered, causing organizational chaos, and concludes that the social setting demands as much attention as technical questions.
