Abstract
This conference report focuses on responses being made by households and communities, along with strategies by governments and international agencies through policy action. HIV/AIDS is a multisectoral issue requiring a multisectoral response, where mainstreaming means going “from condoms to cabbages.” When households and communities’ capacity to cope has been exceeded, a broad-based social security system offering minimal benefits or specifically targeted welfare programs is important for mitigation and to support greater resilience.
