Abstract

The Latin America and the Caribbean (LAC) region as a whole makes only modest contributions to the scientific mainstream. Evidence presented here suggests that LAC countries have not been able to build links among the various relevant social actors involved in science and technology production and use. The public sector is responsible for about 70 percent of research and development (R&D) funding and performance. Although there are signs this is changing, movement is very slow. The paper reports on research and development in LAC countries (2003).
