Abstract
The project helped empower the fishers and communities of eight coastal villages of Anda town (Carot, Cabungan, Imbo, Tondol Sablig and Macaleeng) to take active roles in development efforts, particularly in resource management and livelihood development. It induced wider integration of people's participation in local governance and policy making by local government units and national agencies. The Anda Community-based Coastal Resource Management Project was an expansion of the Bolinao community-based resource management (CBCRM) project implemented by both the University of the Philippines Social Action and Research Development Foundation (UPSARDF) and the University of the Philippines-Marine Science Institute (UPMSI).
