Article on the need for developing countries to define population policies in terms of broader development policies - argues that birth control programmes and contraceptive services are futile in the absence of motivation which will follow only from such social changes as improved standard of living, drop in mortality, reduction of unemployment, emancipation of women, higher educational levels, and other improvements in living conditions.
