Abstract
This paper provides a summary of proceedings of The Hague Conference on Environment, Security and Sustainable Development (2004) presenting conclusions and recommendations and urging further public debate. Global good governance is needed to ensure respect for the rule of law and implementation of international environmental legal agreements. Security in the new millennium is not just about protection from external aggression, but also from threats such as disease, poverty and social exclusion, dispossession, economic shocks, failed states, environmental degradation and resource scarcity.
