Article on direct private investment in Latin American countries - presents the arguments against private investment, such as fear of balance of payments drain, fear of domination by multinational enterprises; examines measures being taken by governments to allay these fears, including nationalization and fiscal incentives for going public; assesses the reasons why the author feels that these fears are ill-grounded.
