Although both qualitative and quantitative data was collected, the study was primarily qualitative in nature.Item Restricted Ahorro interno y financiamiento del desarrollo(Fundación Friedrich Ebert, Lima, PE, 1987) Grupo de Análisis para el Desarrollo; Fundación Friedrich Ebert; Thorne, A.E.Item Open Access Alternative justice, reconciliation and Colombia's disarmed paramilitaries : beginning the discussion(The SecDev Group, Ottawa, ON, CA, 2010) Torres, CesarThe Colombian Constitution and laws recognize alternative justice methods as socially‐accepted practices of conflict resolution at the community level for demobilized ex-combatants. However, some types of enabling legislation may permit a wide margin of impunity, especially in cases of crimes against humanity. This project undertook an initial exploration of some of the constraints and opportunities that need to be considered if alternative justice mechanisms are to be used to address some of the less serious conflict‐related crimes committed by paramilitaries. The study illuminates in particular the need for deeper research on the legal viability for using alternative justice.Item Open Access AMAP/UNEP technical background report for the global mercury assessment 2013 : final technical report; output(AMAP/UNEP, 2013) Symon, CarolynThis is a joint UNEP and AMAP report that presents the latest and comprehensive information on global mercury emissions and releases to the environment, and on atmospheric and aquatic chemistry and fate and transport of mercury. We intend to invent new techniques to simplify internet search processes by developing a natural language search engine, technology to facilitate cross language search (Chinese and English), and technology that would enable elementary mobile devices to search the internet. Is it possible to enable 580 million Chinese cell phone users to search the Internet without actually being on the Internet? For instance a cell phone user sends a query via a short message to our search engine, and the answer is sent back as a short message.Item Open Access Bringing stakeholder values into the design of CO2 management programs : decision aiding for REDD in Vietnam : final technical report(Department of Geography, University of Calgary, Calgary, AB, CA, 2015-09) Arvai, JosephThe research discusses application of structured decision making (SDM) to the design of Reducing Emissions from Deforestation and Forest Degradation (REDD) programs in Vietnam, which includes incorporating community stakeholder concerns in program design, implementation, and management. REDD is an effort to create financial value for the carbon stored in forests, offering incentives for developing countries to reduce emissions from forested lands and invest in low-carbon paths to sustainable development. The goal of SDM is to place the values, objectives, and concerns of stakeholders squarely in front of environmental program managers. The paper presents some analytic tools useful in the SDM process.Item Open Access Bringing together climate, science and policy : contributions for influential science in Latin America; final technical report(University of Regina, Regina, SK, CA, 2015-10) Hurlbert, MargotClimate governance requires a smooth interface between scientists and policy makers to generate solid knowledge-based climate policies and programs. The project aims to strengthen the interface between climate change science and policy making processes in Argentina, Bolivia, and Chile. Recognition of a gap between the “theoretical” view of scientists and “useful knowledge required by decision-makers” emphasizes the differences between the two knowledge cultures. This gap is widened where institutional continuity is lacking due to political changes, alongside a potentially short-term horizon of the public sector, with resultant effects on construction of political agendas. The report covers outputs and activities of the project.Item Open Access Building capacity to develop national CARcinogen EXposure (CAREX) projects in Latin America and the Caribbean : final technical report(Occupational Cancer Research Centre (OCRC), 2016-09) Pahwa, Manisha; Demers, Paul A.This report describes the culmination of a project that sought to enhance knowledge about exposure to cancer-causing substances in Latin American and Caribbean (LAC) workplaces. The project, funded by the Canadian Partnerships division of the IDRC, involved a close collaboration between Canadian and Latin American-based organizations to discuss a general research methodology (CAREX) and ways that the CAREX approach may be adapted for each country in LAC. This was the first time that researchers from North and South America convened on the topic of occupational carcinogen exposure surveillance, an issue that is pervasive and has shared challenges across participating countries, including Canada...Item Open Access Building capacity to use m-health in maternal, newborn and child health interventions : final technical report (September 1, 2014 – April 30, 2016)(HealthBridge Foundation of Canada, 2016-06) Missal, Prashant B.; Marandi, Stephen; Kumar Saha, Rahul; Kisku, Binita; MacDonald, Lisa; Desrochers, RachelleCanadian and Indian researchers collaboratively piloted an m-Health application to engage and educate husbands, building Canadian and Indian capacity to use m-Health in a maternal, newborn and child health (MNCH) context, and contributing to the global evidence base on the feasibility and impact of this technology. An m-Health intervention that sent voice messages to husbands of pregnant women was pilot tested in a rural district of India. The findings indicate that a better understand of the effectiveness and appropriateness of m-Health is required before going to scale, which would require studies that allow for longer-term and more rigorously designed research.Item Open Access Building ecological connectivity and human well-being in the Alexander Skutch Biological Corridor, Costa Rica : scenarios and tools for social-ecological systems; final technical report (15 January 2013 - 15 March 2015)(Faculty of Environmental Studies, York University, Toronto, ON, CA, 2015-03) Bunch, Martin J.; Montoya-Greenheck, FelipeThe project adds to the sustainability and impact of the Las Nubes Project through creation of an online, interactive data-base (a "virtual corridor") that compiles and organizes information available on the Alexander Skutch Biological Corridor (ASBC) in the Peñas Blancas watershed in Southern Costa Rica. The project highlights the importance of collaborative creation of technological tools. It introduces a complex-systems theoretical framework for action research, coupled with social-ecological systems, factors which contribute also towards accurate monitoring and evaluation of such projects. The virtual corridor has led to development of a larger research network in Costa Rica that is adopting the new approach.Item Open Access Building multi-stakeholder partnerships in ICT4D : case-study; final technical report(Fundación Omar Dengo, San José, CR, 2007) Bujanda Bujanda, Maria Eugenia; Castro, RicardoGlobal Knowledge Partnership (GKP) has undertaken a series of case studies of practices in multi-stakeholder partnerships (MSP), that go beyond a description of the activities or of their outcomes, to look also at the process by which the partnerships were built and sustained. These three cases from Latin America and the Caribbean are analyzed in terms of development goals for digital technologies ICT4D); organization roles and responsibilities; joint partnership processes; and results of multi-sector cooperation. The report contributes guidance for other members of the development community willing to improve their partnering practices and for the region in general.Item Open Access Canada-China human capital dialogue : final technical report(Asia Pacific Foundation of Canada, Vancouver, BC, CA, 2014-05) Zhang, KennyThe Canada-China Human Capital Dialogue (CCHCD) was a two-year international collaborative research project between a Canadian research consortium led by the Asia Pacific Foundation of Canada (APF Canada) and Chinese think tanks including the Chinese Academy of Personnel Science (CAPS), the Center for China and Globalization (CGG), and the China Society for Research on Exchanges and Development of International Professionals (CSREDIP). We present our initial assessment of these workers' working and living conditions embedded in India’s segment of global AI/data value chains. Two analytical frameworks were used to indicate where these data workers are on the continuum of acceptability in one’s working life as part of the assessment and accounting for making AI and its value chains more human-centred, rights-based and responsible. This research adopts the five principles of fair pay, conditions, contracts, management, and representation identified by the Fairwork Foundation. We complement these principles with the socio-legal diagnostic tool of the Multidimensional Model of Unacceptable Forms of Work (UFW). Through workshops, survey questionnaires, and in-depth interviews, we conclude that the data workers included in this case study are deemed as vulnerable workers along the continuum of the acceptability of one’s working life. The work conditions at the TechSolutionBPO were rated a 4.5 out of 10 score along the Fairwork Foundation’s criteria. We recommend that the distribution of the value created, data monetization, labour practices and protective institutions and strategies of various actors, outsourcing firms, clients, requestors, data workers, and intermediary platforms as part of new global AI/data value chains need more research and policy intervention. Based on this case, the scope for social, digital, and economic upgrading is uncertain for these data workers, yet it remains a possibility. The appropriate distributional and accountability mechanisms of the digital value created and the protection of working and living conditions embedded in the global AI/data value chains need more global cooperation and intervention in shaping a fairer set of rules and material outcomes for an inclusive global data economy for everyone.
