Item Open Access Academic review of the evaluation of partnerships in development(2011-12) Hollow, DavidDespite the widespread assumption that partnerships are effective, there is limited systematic evidence of a link between partnership and improved development outcomes, with a widespread lack of clarity regarding how best to ascertain the effectiveness of partnerships. Their rigorous evaluation is an emerging field of study. Hence this review engages with the relevant literature and provides an initial foundation for analysis. IDRC seeks to establish to what extent research councils in developing countries might support activities that are intended to benefit poor women and men, and what opportunities exist for IDRC to further its mandate by partnering with these councils, with a focus on science and technology for the poor. The paper focuses on the different categories of research and current trends in government, donors, and NGO priorities for development policy and practice. It describes political realities in which the research environment has developed over the last three decades. The freedom to pursue topics that are important for local communities is lacking. Eroding research capacities are examined as well as public sector attempts at building or neglecting these capacities. (In English and French).Item Open Access Toward the next IDRC Coprorate Strategy : metrics for development; a contribution to an environmental scan carried out by the International Development Research Centre(Centre for Science, Technology and Innovation Indicators, Human Sciences Research Council, Capetown, ZA, 2008) Kahn, MichaelThis paper contributes to the environmental scan that informs the IDRC Corporate Strategy (2010-2015). Telephonic and email interviews and short discussions were conducted with staff of the World Bank, Ford Foundation, Google Foundation, Bill and Melinda Gates Foundation, Sida and Acumen Fund. Desk research covered journals, book and web sources. Funders that promote development research need to know what they are achieving and use measurement and evaluation methods to determine this. As a donor, IDRC promotes development research utilizing public funds, and is part of a wider community of donor organizations, bilateral and multilateral, as well influential philanthropic organizations.
