The deliberate inclusion of women, girls, and those across the gender and sexual identity spectrum brings critical knowledge and skills that increase the potential of ambitious open government reforms. The COVID-19 pandemic has only accentuated the need for these insights as the epidemic continues to reveal a host of longstanding inequities in social services, government programs, access to digital resources, along with specific data collection and transparency needs. More inclusive open government policy and recovery efforts have the opportunity to help governments rebuild better institutions and address ongoing systemic barriers to equality through open policies and practices.Item Open Access Harnessing open data to achieve development results in Latin America and the Caribbean(2016-08) Economic Commission for Latin America and the Caribbean (ECLAC)Through research and innovation in open data, this project worked to strengthen the accountability and legitimacy of public institutions, improve public services, and fuel economic growth in Latin America and the Caribbean. It supported two initiatives: the Latin American Open Data Institute (Instituto Latinoamericano de Datos Abiertos - ILDA) and the Caribbean Open Institute. These acted as innovation hubs to explore opportunities and challenges of using open data. The report provides a summary of activities, outputs and outcomes of the project. A toolkit was developed for the assessment of open data programs in the region.Item Open Access Harnessing open data to achieve development results in Latin America and the Caribbean(2017-02-01) McNaughton, MauriceThese strategic initiatives are geared towards developing the open data ecosystems, testing and validating core “theories of change.” Based on information gathered prior to this phase, four strategic interventions are under way in key sectors related to the following issues: governance structures; capacity/community building; standards development; and, inclusion/cognitive divide. This collection of sector studies provides insights in determining the attributes, value-opportunities, enablers and constraints of an emergent open data ecosystem in Caribbean sectors of Community Tourism, Agriculture, and Protected Areas. Capacity building was demonstrated in the Community Tourism initiative; whereas the Protected Areas project highlighted lack of readiness.Item Open Access Measuring the availability of data for development through the global data barometer(2022-01) Fumega, Silvana; Grossman, Nicolas; Chawana, Fiona; Zamora, DavidThis project developed the Global Data Barometer (GDB) which tracks the use and reuse of data, focusing on governance, capabilities, availability and use and impacts of data that enable better governance, economic growth, and social inclusion. With a network of 109 countries, 6 thematic partners and 12 regional and country hubs, the survey covers more than 500 data points. It takes a broad look at the extent to which national and sectoral data ecosystems around the world are promoting data for the public good. During 2020 the team worked to refine overall study objectives, leading to a draft Theory of Change.Item Open Access Open data for development : enabling global south participation at IODC - final technical report(2019-03-01) Scrollini, Fabrizio; Ruiz, AnaThis report provides a brief overview of the activities of the project in terms of participation, the support provided to emergent leaders, and new activities developed in the context of this grant. The project enabled data collection from countries in Latin America to support the evolution of the Open Data Barometer as well as production of strategic advice to Latin American societies and governments regarding Open Data for development.Item Open Access Opening data for inclusive practices in migration, public contracting, and combatting gender-based violence(2022-12) Scrollini, Fabrizio; Fumega, Silvana; Cervantes, Maria EstherThis report provides the status of the project 109520-001 Open Data for Development Phase 3. The report details the activities carried forward by ILDA and its partners according to the objectives set in the initial proposal. The main objective for this project is: to strengthen understanding of the role and use of data and open data for driving social and economic development outcomes through the generation of action-oriented research and evidence on data innovations, and in scaling what works (in the delivery of key public services, in promoting local innovation, and in greater accountability and transparency).Item Open Access Opening data for inclusive practices in migration, public contracting, and combatting gender-based violence : final technical report(2022) Marchessault, LindseyThis project carried out much needed research to identify the barriers women face in participating in public procurement and what measures are proving effective to redress these barriers. Positioned between two agents in the information supply chain, the “data intermediary organisation” focuses on improving access to, and use of information for its intended audience, structuring findings into a form understandable for users. Often the challenge of official government data is its analysis. It may be crucial to share analytical findings from government data as well as the collated and sanitised data itself.
